Thanks for providing the debdiff.
Patches in debian/patches/ should never change the package but only the upstream code.

I took the liberty to apply the patch directly and have uploaded the
package to lucid-proposed (waiting for approval).

Bug description:
  icecc 0.9.4-2 in lucid does not remove cleanly here.  FWIW, I tried a
  simple "sudo aptitude install icecc && sudo aptitude purge icecc" in a
  precise virtualbox environment and that worked without a problem. So,
  it may be that either the latest release is not affected or some cruft
  needs to build up before this problem shows up upon purge.

  Documentation for SRU:
  Maverick and beyond are not affected. The request is to backport the patch that the Debian maintainer applied to the postrm script for inclusion in lucid-updates.  sponsorship needs to wait for the the package currently in lucid-proposed to migrate over to -updates.

  LUCID TEST CASE: "sudo aptitude install icecc && sudo aptitude purge
  icecc" will fail.
