When installing rsyslog-mysql via apt-get on 10.04 by default it will
install mysql-server. I think most people will only want the client by
default.
This is because of the new default behaviour of apt-get which
automatically installs recommended packages. I think mysql-server should
be dropped as a recommended package.
As a workaround you can install the client only with:
apt-get --no-install-recommends install rsyslog-mysql
However the post install script still prompts about configuring the database. It misleading says this:
"The rsyslog-mysql package must have a database installed and configured before it can be used."
A local database is not a requirement and most servers will be sending
to a remote server. The user can just choose 'No'.
