This change fixes numerous UI layout issues, including invalid tool-tips, lack of space to display information, and UI elements that resized when they should not (to the detriment of the rest of the display).  The only file changed was the UI layout file.

The following specific bugs were fixed:

Bug #891852 Network Tools: Obstruction of Ping tab contents.
Bug #856387 Network tools IP information list is too small to see data
Bug #841007 mouseover text tip for tracert textbox incorrect

The bugs themselves have screencaps of the old layout or you can just run the existing version.
