Bug description:
  There is a new tzdata version 2011h:

     - Russia abandons DST in June 2011 and forward
     - Change AN (Netherlands Antilles) to CW (Curacao), SX (Sint Maarten) and (BQ) Bonaire Sint Eustatius & Saba
     - Egypt abandons DST in 2011 (and forward) is included

  Debian changelog entries:

  tzdata (2011h-3) unstable; urgency=low

    * Correctly handle empty debconf values (how is that possible for a 
      select entry?).  Closes: #545146, #631878.
