Fix path to call ifblacklist_migrate.sh.

The script was mistakenly dropped in a merge of NetworkManager; but rather than keeping a diff to leave it in /usr/lib/network-manager and having it the only file in that directory, it was moved to /usr/lib/NetworkManager to keep in sync with Debian. The script itself is also now the same as used in Debian, so it has a slightly different, though equivalent, behaviour.
