Please sync r-cran-surveillance 1.2-1-3 (multiverse) from Debian

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/control: Build dependency on r-cran-vr replaced by r-cran-mass to
    solve conflict in Ubuntu Oneiric.

The ubuntu delta got fixed in Debian, we can sync again :)
