Thank you for your time making Ubuntu better.

Your patch fixes FTBFS. However, there are some issues which should be fixed:
1) Description in debian/changelog. I suggest to use:

  * debian/control, debian/patches/valac_transsition.patch:
    - Transition from libvala-dev to libvala-0.10-dev. (LP: #703615)
  * debian/control:
    - Build-Depends on libtool since it's required for autoreconf.
  * debian/rules: Run autoreconf before building.

2) You can use the same entry for 'Description' tag but please don't use
(LP: #XXXXXX) in this tag. 'Bug-Ubuntu' is for it.
