This bug was fixed in the package cdbs - 0.4.90ubuntu2

  * 1/rules/debhelper.mk.in: patch by Laurent Bigonville to make sure that
    DEB_DH_GIREPOSITORY_ARGS is passed to dh_girepository call. Included in
    Debian's 0.4.91 too. (LP: #703420)

Bug description:
  Binary package hint: cdbs

  Hi,

  The DEB_DH_GIREPOSITORY_ARGS variable is not passed to the
  dh_girepository.

  This is really annoying as packages will have no ways to
  excludes .typelib and could cause FTBFS with packages that were
  building fine before.

  Please find attached a patch that should fix this.
