Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu delta was for the security fix (CVE-2010-4203) which is included upstream in this version.

  * New upstream release:

      - Refreshed.

And as I mentioned in Bug 676511, please enable vpxenc/vpxdec. Or split them into another package like Fedora does with "libvpx-utils".
