A few observations from the diff you provided

1. The previous changelog says that Switch to debhelper 7 but I find
debhelper v6 in your diff

2. I m a bit confused at this doc.install change

Can you please explain as to what this change specifically does?

3. As Mahyuddin said Please update the Maintainer address accordingly

4. In case of using dh 7 you can use dh7 style rules I think (Please
look at debhelper rules.tiny for an example)

5. You can switch to 3.0 source format if you like or else keep the old
source format in which case both require mentioning in the
debian/changelog

6. Please update the package from the previous version present in the
official repositories with a 0ubuntu1 versioning and please strip out
the parts of changelog which references to maverick with a 1ubuntu1
version

PS: I have had a quick overview of your diff attached and I havent
tested your package as yet

Bug description:
  The new upstream version 2.7.6 of rsplib has been released. I have created an up to date Ubuntu package in my PPA: https://launchpad.net/~dreibh/+archive/ppa . Version 2.7.6 is a bugfix release. The .diff.gz file is attached.
