[Bug 709194] [NEW] SRU: vsftp 2.2.2-3ubuntu6.1

I would like to request a SRU for the package vsftp to fix this
update/install bug.

IMPACT: If vsftp is to be installed on a system where the user "ftp"
already exists, but the group "ftp" doesn't, the user is unable to
succesfully continue with the installation.

FIX: In later releases of the package, the conditional in the postinst
was corrected to address this issue. A minimal patch is attached.

REPRODUCE: on a clean install, add the ftp user and try installing this
software.

REGRESSION-POTENTIAL: There is little chance for a regression as the
only thing that is changed is the postinst script.
