This is because of:

Version: 4.7.25-0ubuntu1
Depends: libdb4.7-dev (= 4.7.25-0ubuntu1)
Conflicts: libdb1-dev, libdb2-dev, libdb3-dev, libdb4.2-dev, libdb4.3-dev, libdb4.4-dev, libdb4.5-dev, libdb4.7-dev

libdb-dev depends and conflicts on libdb4.7-dev. I guess the conflict
should be on libdb4.6-dev (the previous version) and not libdb4.7-dev
(the current one).
