[Bug 235856] [NEW] dhcdbd still uses old dbus-send location

After dbus change in intrepid dbus-send now is in /bin instead of
/usr/bin.

The scripts in /etc/dhcp3/ however still use /usr/bin/dbus-send. This
causes network-manager connections to be stopped after a few seconds.
