[Bug 186843] [NEW] drag events not being propagated to home applets correctly

Drag events are not being propagated to the home applet correctly and
require a click, hold for ~1second then drag before being propagated.
This negatively affects home applets that need the drag events
immediately. The delay is controlled by the CLICK_TIMEOUT define in
libhildondesktop/hildon-desktop-home-item.c.

I've committed a fix, Revision 317, 318, 332 in Launchpad at:

The fix involves setting the CLICK_TIMEOUT to 0 seconds  based on the
value of a new gconf setting.
