[Bug 130583] [NEW] libxmlsec1-nss missing pkgconfig file

libxmlsec1-nss is missing its pkgconfig file, which OOo 2.3 needs when
attempting to use xmlsec.

Actually it is appears to not have any files outside of the
/usr/share/doc/libxmlsec1-nss at all...
