[Bug 345494] [NEW] Should not notify me about buddies signing in/out by default

Now that this is shipped and enabled by default I get notifications when
buddies sign in and out of their IM client. I have 40+ people in my IM
list so this adds up to a bunch of spam throughout the day.

I think disabling the "Buddy signs on" by default would be a more sane
choice in the libnotify popups dialog, after all I want to get notified
when someone wants to talk to me, not when they sign into their
computer. For people that need to find people when they login Pidgin
already has a "pounce" feature that handles that more elegantly anyway.
