[Bug 206064] [NEW] /etc/usplash.conf should tell user to run update-initramfs

Its not obvious to users lacking a thorough understanding of usplash
that they need to run update-initramfs after changing /etc/usplash.conf.
Maybe a comment can be added to that file that instructs users on what
to do.
