[Bug 466769] [NEW] SRU: lilo-installer doesn't respect lilo-installer/skip on Hardy

Binary package hint: lilo-installer

The lilo-installer/skip debconf option is documented for Hardy
(https://help.ubuntu.com/8.04/installation-guide/i386/preseed-
contents.html#preseed-bootloader). However, due to a missing line in
debian/isinstallable, the option doesn't do anything.

Given that the patch is a one-line change, I think it would be good to
get this into Hardy.
