Explanation of the Ubuntu delta and why it can be dropped:
  * Add dont_use_gcc_-V.diff:
    - Use ACLOCAL_AMFLAGS in Makefile.am instead of AM_ACLOCAL_INCLUDE in
      configure.ac.
  * debian/{control,rules}: Use dh-autoreconf since we've changed the
    build infrastructure. Fixes FTBFS. (LP: #832852)

Debian has new autotools files.
