[Bug 831928] [NEW] FFe: Sync python-envisage 4.0.0-1 (universe) from Debian unstable (main)

Due to the accidental archive sync a month ago the existing enthough 4 stack
got synced to ubuntu but not the new sources which are needed to build/run it.
python-envisage is e.g. required for mayavi2

It is a rename from python-envisagecore and introduces new features
and quite possibly also some regressions but this risk must be
taken in order to fix the already synced packages.

All changelog entries excluding python-envisagecore:

python-envisage (4.0.0-1) unstable; urgency=low

  * New upstream release
  * Rename package to python-envisage - replaces python-envisagecore
    and python-envisageplugins packages
  * Update d/control, d/copyright and d/watch
