Hello,

Valac and gsettings-desktop-schemas-dev are optional but according to the upstream it's better to use these package if it compiles (and run) without any error.
So I've added a 'BUILD_VALA' CMake flag in order to use 'valac' and added gsettings-desktop-schemas-dev.

Compiled with pbuilder and tested on Oneiric.
Patch proposed to the LaTeXila debian maintainer too.
