Status in “powernap” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: powernap

  If powernap has entered into a lower power state, specifically
  powersave mode using the tool "powernap-now" then it won't be able to
  take recover action in either situation, when activity is detected or
  when powerwake-now is executed.

  This can cause that a machine stays underpowered even when it
  shouldn't be.
