Please sync bzr-builddeb 2.7.3 (universe) from Debian unstable (main)

This bug fix release fixes a couple of bugs in bzr-builddeb that impact users,
most notably the support for bz2 upstream tarballs and "bzr builddeb"
no longer opening the upstream branch unless necessary (both regressions).
