[Bug 768598] [NEW] PowerNap does not take recover action in PowerSave mode after powernap-now

If powernap has entered into a lower power state, specifically powersave
mode using the tool "powernap-now" then it won't be able to take recover
action in either situation, when activity is detected or when powerwake-
now is executed.

This can cause that a machine stays underpowered even when it shouldn't
be.
