It doesn't affect Lucid, since the code handling error messages was
different.

Bug description:
  Binary package hint: josm

  When the authorization process fails, JOSM shows an "OAuth failed"
  message, even when no OAuth is involved.

  This will also cause problems when, from tomorrow, OSM servers will
  give a 403 if the contributor hasn't explicitely accepted/declined the
  new license that the project is adopting.

  Upstream has already released 4021, fixing the error message by
  including the response body in the dialog. This will hopefully make
  clearer what will happen from tomorrow to some users.
