[Bug 649295] [NEW] Sync grfcodec 1.0.0+debian1-2 (universe) from Debian testing (main)

Please sync grfcodec from Debian testing as it fixes an endian error
making it useless on non-little-endian platforms. This is required for
the sync of OpenTTD.
