Please be careful about this.  I think this broke several packages in
Debian that had to be updated as well.  libdbi-perl 1.6.12-1 also
introduces new Breaks:.

As Ubuntu is pretty close to a release it might be better to either just
backport the relevant patch[1] or revert the change that causes the
dependency on libdbi-perl 1.6.12-1[2].

[1] debian/patches/0001-Don-t-clean-temporary-files-in-child-processes.patch
[2] That is to include a Makefile in d/rules again instead of using the
    perl_dbi sequence addon for debhelper.
