Please sync hamlib 1.2.12-1 (universe) from Debian unstable (main)

This new upstream release of hamlib includes support for a new ham radio models and minor bug fixes for old models, but no API changes.

Impact:
    This package is exclusively for ham radio use -- it has no impact on the overall distribution.

Rationale:
    Hamlib is the primary radio control library used by most ham radio applications which offer radio control.  Ham users will appreciate having the latest hamlib in Maverick.

Testing:
    I tested this version of hamlib and had no problems whatsoever.  Attached to this bug are:

    hamlib-1.2.12-ChangeLog.diff -- vs hamlib 1.2.11-1 in Maverick
    hamlib-1.2.12-NEWS.diff -- vs hamlib 1.2.11-1 in Maverick
    hamlib-1.2.12-install.log -- install log from my unmodified PPA build
    hamlib-1.2.12-rigctl.log -- log of hamlib's text-mode test app, controlling my radio
    hamlib-1.2.12-grig.png -- screenshot of 'grig' an app which uses hamlib, controlling my radio
