There were no changes in th epackage for powerpc and sparc, it was just
a no-change rebuild.

Bug description:
Please sync gkdebconf 1.2.66 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu changes can be dropped since the only change was valid long ago for
PPC and SPARC archs, the latter of which has been dropped, and the change is
no longer needed. Build also succeeds in pbuilder, so we can safely sync.
