I feel that this needs to be fixed in ? glibc, and perhaps you could raise a separate bug for the fact that net/if.h and linux/if.h conflict (I'd suggest including gcc -E -dD output for the relevant source files).  I'm merging this for now, though, because that doesn't seem to have a quick or straightforward fix.
