Paul, thanks for the Debdiff. I notice the version in lucid is
2.2.2-3ubuntu6, and your debdiff bumps to 2.2.2-3ubuntu7. This would
mean it's a higher version than the one in the latest development
version of Ubuntu. The version should be "2.2.2-3ubuntu6.1", this
should just mean a case of changing it in debian/changelog.

Binary package hint: vsftpd
In Ubuntu Lucid Lynx the upstart-script of vsftpd (2.2.2-3ubuntu6) checks if the directory "/var/run/vsftpd/emply" exists.
Istead it should check if the directory "/var/run/vsftpd/empty" exists ('t' instead of 'l') because it will create this directory if it does not exist.
