Bug description:
Please sync php-suhosin 0.9.31-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
0.9.29-1ubuntu1 is just a rebuild upload except that the minimal version of php5-dev
has been increased, but that isn't really necessary.

  * Update address of the Maintainers List
  * Bump Standards-Version to 3.8.4, no changes needed
  * Migrate Vcs-Fields over to scm.uncompleted.org
  * Add 1.0 to debian/source/format
  * Add ${misc:Depends} to dependencies
