Explanation of the Ubuntu delta and why it can be dropped:
Debian accepted the Ubuntu patch.

avrdude (5.10-2) unstable; urgency=low

  * Switch to source format 3.0 (quilt).
    - Drop Build-Depends on quilt.
    - Remove patchsys-quilt.mk include from debian/rules.
    - Remove debian/README.source.
    - Add debian/source/format.
  * Bump Standards-Version to 3.8.4. No further changes.
  * Switch from cdbs to dh v7.
    - Drop Build-Depends on cdbs.
    - Bump Build-Depends on debhelper to (>= 7.0.50).
    - Bump Build-Depends on autotools-dev to (>= 20100122.1) for the
      autotools_dev dh addon.
    - Convert debian/rules to dh.
