After rebuilding locally opencv, it seems to build fine. I've just
uploaded a non changed opencv, to rebuild the package. Let's see if it
also fix this build.

Explanation of the Ubuntu delta and why it can be dropped:
Debian has merged the ubuntu change:
 - Change build-depends from libcv-dev to libhighgui-dev (Closes: #560577).

  * Update Standards-Version.
