Please sync powertop 1.13-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
 * Sync brings in new version, and bug fixes.
 * Delta is a new snapshot, this sync brings a newer one.
 * Delta included dropped patches, which are also dropped in this sync
 * debuild error is no longer an issue (sync builds on Maverick)
 * Nothing else needs to be carried.

Changelog entries since current maverick version

+ Should fix FTBFS an alpha (Closes: #570662)
