unable to install the package in Lucid

This is fixed in version 2.1.1-2 of the package by removing the chown
from postinst because it's done in the init script.

TEST CASE(lucid):
1. Run the following command in a terminal
$ LANG=C apt-get install slurm-llnl-slurmdbd
