Please sync bkchem 0.13.0-2 (universe) from Debian unstable (main).

We can sync this package as debian has fixed string exceptions with py 
4.6

  * debian/control (Standards-Version): Bumped to 3.9.0.
    (Build-Depends): Added dpatch. Replaced python-all-dev by python and fix
    build-depends-on-python-dev-with-no-arch-any.
