Yes, that's off topic. You'll need to file separate sync requests:

You can use requestsync to generate the syncrequest, and you must
justify it to obtain the FFe.

The youtube-dl currently shipping in Ubuntu can't handle a recent YouTube
redesign, and is so essentially useless. Without this sync, there's no point
shipping the package at all.
The sync will fix LP: #485442, #555002
+ This version will hit testing in a day or so, and the Debian Maintainer
+ for it believes it's the best version for lucid (see comments).
+
Upstream doesn't ship a changelog.
