I had been told in the past not to do it as a patch if it does not
already have a patch system in place and is originally from debian to
simplify future merges, but I see this has an entirely Ubuntu history
from the changelog.  So yes, I should have done it adding a patch system
and a patch for this one.

Status in “condor” package in Ubuntu: Fix Released

Bug description:
Binary package hint: condor

Currently fails to build from source.  This is a result of changes in include file order and dependencies in glibc on lucid.  I patched this to move where it includes and modifies <sys/time.h>
