Proposed Ubuntu "System" Restore and Backup Project

Hi,
One of the ideas suggested was a system restore and backup utility for
Ubuntu, and I'd like to ask what sort of scope is being asked for.
Is this a very Windows-System-Restore-like project, focusing on
preserving the package management's system's state, and configuration
files listed in the installed packages?
Or is it more of a, for the lack of a better comparison,
Virtual-Box-Snapshot like, where the system state (optionally not
including user files) is just backed up, allowing for a more complete
backup, at the cost of being slightly less elegant?
Also, would both a CLI and GUI have to be built for this? Is this aimed
at the desktop user, or would it have to be useful for server use?
