[Ubuntu-SG] Ubuntu Singapore localisation bug

Hi guys,

I still find this bug when installing Ubuntu 21.10; I realised to
reproduce it, don't connect to the internet when installing and select
the Singapore timezone.

I'd appreciate if anyone can add independent confirmation to the
Launchpad entry [1], so it's not viewed as a false-positive.
