[Ubuntu-SG] Vendors / Commercial Links

Probably the best way to do this is with a block that is always visible on
the home page, or on every page. That is the technique I used for
http://softwarefreedomday.sg. I'll add this to my to do list for the site as
I work on it over the next few days.
