[Ubuntu-SG] Installfest pages now live

I've completed the initial Installfest pages. It is enough to get us
started, and I'll add more detail later, assuming I have time. Please help
to test. Enter the page structure by:

Clicking "Installfest" in the "Quicklinks" menu

Clicking the h3 heading or links in the section entitled "Installfest" of
the "...at a Glance" article that is the current site front page.

Please follow through the articles and follow links so that you can reach
"Your Computer at the Installfest" and "Installfest Waiver" pages.

Installers, you probably know the skill set you need for this, and I may not
get a chance to rough out an "Installfest Procedures" document. We'll burn
that bridge when we get to it!
