Found 40 bugs

As usual most are in-process (SRU, Merge, Jira tagging, etc.)  A number
of bugs are in the list due to touches needed from failed autopkgtests
that seem to be caused by the recent known infra troubles.

Only one of note:

LP: #2096611 | freeradius          |         Revert Upstream dependency on wtmpdb last in radlast |
- jchittum is already actively engaged here and maybe already noticed
  this, but in case not, just a ping that there was a response that
  3.2.7 is released now, so that's no longer gating your progress.
