The user has provided (nicely detailed) steps to reproduce the issue
using a couple VMs.  I didn't have time to attempt the reproduction
since it looks a bit involved.  Athos already marked it from Incomplete
to Triaged so I assume that means he's noted the provision of the test
case.

Looks like this may require a git-bisection search to find the fix,
which may be too time intensive to commit to.

But meanwhile, I've added to server-triage-discuss.

Dupe of LP: #2019003 (Bind on port failed: Address already in use) and
both are probably dupes of LP: #1957013 which has additional analysis.
IIRC Lena already tweaked the timeout we allow, but there's always going
to be some outliners esp. for users on slower HW / networks.

Mitchell already reproduced and (correctly) put this to our backlog.  I
found a matching bug in Debian though, indicating this may be due to
leftover cruft needing cleanup, and encouraged reporter to ping Debian.
We're in sync already so would pickup the fix automatically.  I don't
think this would be valid for SRU since the simple cleanup would break
users that installed the duplicate service, and the user confusion
doesn't appear to be widespread enough (AFAICT) for that to be a
sufficient rationale alone.
