Found 27 bugs but only 2 required attention:

Auto-collected logs revealed nothing about why master.cf was missing.
Google revealed no other instances of this issue.  I asked if there'd
been an apt purge or something prior to this.

I also went through all of the past "failed to install/upgrade" bugs
against postfix to look for dupes, but they were all ancient 10.04-14.04
era bug reports.

This is an ongoing troubleshooting triage for the user's issue.  It's
still unclear exactly what went wrong, but now there's more logs and
data.  I wonder if possibly the user's un-upgraded databases were in a
different cluster.
