Created a PPA with OpenSSL legacy provider for the user to test. I'll
handle this bug as a part of my OpenVPN work.

- Hang in Unbound 1.13.1
Mitchell was the last person to comment on this one, but it was still
unresolved. After a lot of pain refreshing and re-applying patches I
managed to create a PPA with 1.13.2 for the reporter to test with.
