I haven't fully digested this bug, but a user mentioned they made a
configuration mistake and fixing that remedied their issue. I'm curious if
that was the issue for the original reporter which I questioned in the bug.

This is an SRU for noble libvirt and also oracular. The upcoming oracular
merge will include this fix, so let's just wait for the merge and then
process the noble SRU. I mentioned this in the bug.

pad.lv/2073536 | ModPerl does not work |
Reporter says libapache2-mod-perl2 does not work after upgrading from
mantic->noble. I asked for a quick reproducer.
