I see Sergio is very active here, just wanted to try reproduction for the
recent proftpd errors mentioned. I could not reproduce as well, so asked
the users if they know what aws AMI they used, which could be important in
reproduction.
Also added that the various packages probably have different failures, but
just a similar failure signature.

There's a lot going on in this thread, and it's pointing towards the user
using a different php package. I mentioned that it'd be nice for the user
to try php 8.1.2-1ubuntu2.14

I played around a bit with the nbd-client systemd unit file and put some
findings that may help debug.
I asked a question to the debian maintainer in our bug report to see what
the expected behavior should look like.

Spent a bit of time digging into this. I think I found the patch that is
supposed to fix this issue, but it unfortunately did not apply cleanly for
Jammy. Nevertheless, I made a PPA with the parts of the patch that does
apply in hopes that it can fix the issue for users.
