These have minor changes that are either noops or not relevant ATM.

We have php 8.3 and Debian is still in 8.2. No need to merge this one
for now.

The most important change here is a CVE fix, which was backported by the
security team. We can do this later either witha FFe or using our
exception after the release.

The merge-o-matic report is a bit outdated (Generated at 2024-08-10
14:21:16 UTC). I merged some of those php packages in universe and will
see if I can work on symfony before the FF.
